I agree that Carter should serve out his full 20 year sentence, and that surely is not enough time for his killing these 4 young ladies that do not have an opportunity to speak out. 
 
How could this man be allowed to drive?  As I understand it this was not the first time Carter had been driving while drinking and arrested.  This is the next question, why was Carter allowed to continue to be free if in fact he had been arrested before for drinking and driving.  Has anyone looked into his history and if so why was he out where he could drive?  Hopefully these questions can be presented to the parole board and be part of their decision to keep him in jail for the full term of 20 years.
