Dear Angela McCown, Director of Victim Services Division,

Time has passed and some would argue that it is time to ‘forgive and forget’.

But each year when Rickey Carter is again considered for parole, our peaceful community is reminded of the dreadful circumstances that led to Carter’s incarceration.  We are also reminded that for the slaughter (no other word describes his actions) of the four beautiful young ladies, Rickey Carter received a 20 year sentence; that amounts to five years for each of his innocent victims.

I believe we must not lose sight of the fact that it is important to forgive, we must also ensure that justice is served – and I believe justice demands that Rickey Carter serve his full 20 year sentence.

Consider this – If Carter is released after serving 15 years of his 20 year sentence, he will have paid his debt to society for killing three of the four girls. What about the fourth girl? Where is the justice in that?

As our memories of the horrific crime fade, I believe these annual reviews serve as a reminder to this community that justice will not be served by allowing this killer to go free.

I encourage you to review There you will find hundreds of emails and letters from ordinary citizens, many from across the country demanding that Carter be required to serve his entire sentence.

Therefore, we respectfully request that you deny Rickey Carter’s request for parole again this year, and every year until he serves his entire 20 year sentence.
